  This unlocks towards the end of the main story line after defeating the final boss Yawie.

  As a side note, if it doesn't pop when you kill Yawie, it's most likely because you have a few other bosses to go. These will happen naturally as the days pass, just keep an eye out for stormy nights and the vortex's. Different NPC's will arrive at the boat to initiate the boss quests.
