In the main room, the Fedora can be found on the coat rack in between the front door and the aquarium. Pick it up and place it on your head (you should see the rim float above your eyes). On the central desk you can find a box of cigars, one of which is lit. Pick it up and put it near your face, while wearing the hat, to unlock the achievement.
