Engineers and Sentinels have access to the required Overload power. Garrus, Kasumi, and Miranda also have the ability.
Whenever you encounter an enemy with a shield, you should try shooting them a bit to lower said shield, especially on "Insanity", before using Overload. This is because the power needs to remove the entirety of what's left of the shield for it to count.
