You can unlock this achievement in the morgue. Once you've successfully opened the cadaver drawer with the third body, look inside and on the rail on the left, near the front is a small security card. Pick it up and head to the corner between where you are and where you started (opposite side from the safe). There is an evidence locker here. Use the card to unlock it and reveal four items from earlier crimes. Scan each one to unlock the achievement.
