If you've collected them all and for whatever reason the game hasn't given you one or two achievements for specific logs, you'll need to join a co-op session. I recommend getting them all by loading Mombasa Streets and using a map. You'll need to collect up to however many you're missing and it should trigger (I was missing #13, so I had to collect 13 again).
