You will get this naturally at some point (as I did), as glass cards are very powerful and good in the late game, so you will get them by playing strategically, but you can also get the joker "Oops, all sixes!", which doubles every luck-based probabilities (Chances to break glass cards go from 1/4 to 2/4) to break more glass cards, along with the legendary joker Perkeo (if you get really lucky) to be able to duplicate the Justice tarot card.
