Despite the description for this achievement, the player does not have to complete the game 100% (getting all red rings, number rings, and moon rings, obtaining a S rank on all stages in the game). All the player has to do is simply liberate a sole district (Chemical Plant, Green Hill) from the Eggman empire by completing all stages in the district, on any rank, and the achievement will unlock.
