You will not get this for the storyline Hydra. You must recruit a new Hydra during a mission.
To get this, acquire Requisition Points by completing missions quickly and with many kills. Spend them between missions on the boxes to the right, down, and left until you reach "Hydra Specialist I."
Next, capture a control point in a mission. Choose to recruit a new Hydra. Achievement will unlock immediately.
